Cleveland Land Bank

Overview

The City of Cleveland’s Land Reutilization (Land Bank) Program is designed to acquire vacant land and market it to individuals, developers, and non-profit organizations for redevelopment. The goal is to contribute to the economic, social, and environmental betterment of Cleveland through the redevelopment of City-owned land.

The Land Bank has prescreened all parcels and in consultation with the Councilperson, local Community Development Corporation, and Planning Commission, the City has determined to recommend a strategy to ensure the best interests of the public are served with the disposition of Land Bank properties.

If the application is for an approved disposition strategy, then the Department can review your application based on the preapprovals. If it is for a use that does not follow the approved disposition strategy, then the application will need to be independently reviewed by the appropriate Councilperson, appropriate CDC, and Planning Commission. Please review the land bank inventory to determine if your proposal is in line with an approved disposition strategy.

Land Bank land is not sold for speculation purposes. Only sales with an approved end use will be considered. Transfer of property may be conditioned on certain performance requirements being fulfilled.

Land Bank Pricing

Pricing is determined by the neighborhood type that the parcel is located in. The City has identified three neighborhood types and has determined fair market pricing as follows:

  • Market Rate Neighborhood Type: $10 per square foot
  • Middle Neighborhood Type: $3 per square foot
  • Opportunity Neighborhood Type: $0.70 per square foot

A parcel’s neighborhood type can be determined online using the GIS Neighborhood Typology Map.

Parcels that fall under the following application types may also be sold at the following prices, subject to all necessary approvals and restrictions:

  • Side Yard to a responsible neighboring homeowner $200 (parcel must be less than 5,000 square feet in size to be eligible for the yard expansion program)
