Background & Goals
Mayor Bibb has prioritized modernizing City Hall as a critical need that underpins other goals to make Cleveland more responsive, dynamic, equitable, and accountable. We believe that City services should be delivered efficiently and effectively, and that City personnel should be equipped and organized to support these goals. This Strategic Plan and Organizational Assessment, the first of its kind for City Hall, will create a shared vision and ten-year plan for the organization. The City has employed Ernst & Young to facilitate this process and provide their expertise in strategic planning and local government.
With this initiative, Mayor Bibb aims to:
- achieve a shared vision for the future of City Hall among leadership and staff
- develop a strategic plan that connects the work of City Hall to improve direct service and support functions of government
- maintain and improve resident and business satisfaction with City services while seeking efficiencies
- promote a culture of continuous improvement and innovation
- set targets for improved performance and results and track progress transparently.
Phases and Timeline
- Strategic Plan (12 weeks): Align the organization on a strategic plan for City Hall with an aspirational purpose statement, strategic focus areas, objectives and recommended initiatives, and measurable outcomes indicators through an inside/out assessment.
- Organizational Assessment (15 weeks): Assess individual value streams where there is high potential to improve efficiencies and impact in both the short and long term, and offer tangible recommendations for modernizing City Hall to align with goals outlined in the strategic plan.
- Data and Performance Management (6 weeks): Develop a tracker of progress and plan for ongoing evaluation and performance for strategic plan goals.
