City of Cleveland and partners issue RFQ to restore historic Dall-Mays houses; community stakeholders to participate in selection process  

September 8, 2023 — Cleveland — The City of Cleveland in partnership with Cleveland Restoration Society (CRS), Ward 5 Councilman Richard Starr and with the support of Burten Bell Carr Development, Inc., is seeking qualified responses to its Request for Qualifications (RFQ) to select a real estate development firm for restoration of the historic Dall-Mays houses. 

The properties are located mid-block, at 2225 and 2229 E. 46th St. in the Cedar-Central neighborhood of Cleveland. Up to 16 vacant land parcels from the City of Cleveland Lank Bank are included and could support new construction.  

Listed on the National Register of Historic Places and designated City of Cleveland Landmarks, rehabilitation of the Dall-Mays Houses is eligible for Ohio Historic Preservation Tax Credits and Federal Historic Preservation Tax Credits. The properties are generally in good condition.
Testing for hazardous materials of the buildings or parcels has not been completed. Testing, identification, mitigation, or removal of such materials should be identified and is the responsibility of the selected developer. 

Following the Great Migration, Cedar-Central was home to the largest concentration of African Americans in Cleveland. Several important community institutions are within walking distance, including the landmark Lane Metropolitan Christian Methodist Episcopal Church and the George Washington Carver Elementary School. The Phillis Wheatley Association’s Emeritus House, constructed in 1927, provides affordable senior living and the former Cleveland Central High School is pending redevelopment to include 80 affordable senior housing apartments and community space. 

A task force comprised of Cleveland Restoration Society staff, City of Cleveland staff, board members, lawyers, architects, contractors, historians, preservation experts, community stakeholders and real-estate professionals, are working together on this historic and unique redevelopment project.
