The City of Cleveland will make funds available to invest in affordable housing development projects on a competitive basis through the Department of Community Development’s (CD) 2023 Housing Trust Fund program (HTF). It is only for housing development projects, including affordable housing units serving low and moderate-income households, as defined in this document. The Due Date for the first 2023 Housing Trust Fund proposal round is 5:00 pm on July 1, 2023.
