Wednesday, March 22, 2023 – Cleveland – Today, Mayor Justin M. Bibb announced that Diana Cyganovich was appointed as a new member of the Civilian Police Review Board (CPRB).
Cyganovich will replace a vacancy on the board and will complete a four-year term that expires on February 1, 2024.
The Civilian Police Review Board (CPRB) has the power to receive, cause investigation of, and recommend resolution of non-criminal complaints against Cleveland Division of Police (CDP) personnel.
Members of the CPRB have a unique role as public servants with respect to reviewing the conduct of Division of Police employees. The community, government, and law enforcement have entrusted members of the CPRB to conduct their work in a professional, fair, and impartial manner.
Investigations of alleged police misconduct are conducted by the Office of Professional Standards (OPS). The OPS reports directly to the CPRB, and the CPRB reviews the investigations completed by OPS. Following an OPS investigation, the CPRB holds a public hearing and recommends an administrative resolution for each of the complaints, per City of Cleveland Charter Section 115, which governs the CPRB and OPS.
About the new appointee:
Diana Cyganovich most recently worked for Cogswell Hall, Inc., an organization that provides affordable housing and trauma-informed care to its residents. She retired in 2019.
Cyganovich has spent most of her career working on behalf of survivors of domestic violence, stalking, and sexual assault and those experiencing homelessness and disabling conditions.
She has also conducted trainings regarding these social issues for law enforcement, judges, and social workers and worked to form policies and practices supportive of those facing these challenges.
Cyganovich is has been a board member of Cleveland Westside Village since 2012 and has been involved in many organizations, including the Cuyahoga Office of Homeless Services Advisory Board, Greater Cleveland Community Shares, and Ohio Supreme Court Alternate Dispute Resolution Committee.
Cyganovich has lived in the City of Cleveland since 1985 with her husband, David Heil, and son, Brendan.
