Tuesday, December 6, 2022 — Cleveland — This afternoon, Mayor Justin M. Bibb, Chief Director of Public Safety Karrie D. Howard and Police Chief Wayne Drummond announced multiple changes to the Cleveland Division of Police Command Staff. The new leaders were sworn in this afternoon and the command changes take effect immediately.
“We are pleased to appoint these outstanding leaders to the officer of the Division of Police and to further the mayor’s vision for modern policing,” Chief Director Howard said. “Each individual appointed today is committed to the mission of the city of Cleveland and brings a wealth of experience to the command team.”
Police Chief Drummond added, “Every staffing change we make is strategic and purposeful. The Division of Police is focused on proactive efforts to keep our residents and our neighborhoods safe.”
New Appointments:
Deputy Chief, Field Operations:
Sammy Morris, former Commander of the Fifth District, has been appointed Deputy Chief of Field Operations. As the Deputy Chief of Field Operations, Morris will oversee all five Neighborhood Police Districts, the Bureau of Traffic, and the Bureau of Community Policing.
First District Commander:
Jarod Schlacht, former Officer in Charge of the Internal Affairs Unit, has been appointed First District Commander, overseeing the daily law enforcement operations within city neighborhoods including West Park, Edgewater, Cudell and Bellaire - Puritas.
Third District Commander:
Robert Tucker, former Support Captain of the Second District, has been appointed Third District Commander. As the Third District Commander, Tucker will oversee the daily law enforcement operations within city neighborhoods including Downtown, Central, Hough, Fairfax and Little Italy.
Fourth District Commander:
Maurice Brown, former Lieutenant of the Bureau of Special Services, has been appointed Fourth District Commander. As the Fourth District Commander, Brown will oversee the daily law enforcement operations within city neighborhoods including Buckeye-Shaker, Larchmere, Lee-Harvard, Slavic Village, Mt. Pleasant, Warner-Turney, and Union-Miles.

Second District Commander:
Commander Thomas Stacho will continue to serve as the Second District Commander, overseeing the daily law enforcement operations within city neighborhoods including Park-Fulton, Edgewater, Tremont, Ohio City, Gordon Square and Lorain Denison.
Fifth District Commander:
Commander Johnny Johnson will serve as the Fifth District Commander, overseeing the daily law enforcement operations within city neighborhoods including Collinwood, Glenville, Lakeshore and Waterloo.
Commander, Special Assistant to the Chief's Special Projects and Innovations
Commander Brandon Kutz, former Fourth District Commander, will serve as the Special Assistant to the Chief's Special Projects and Innovations, overseeing special and high-level projects within the Cleveland Division of Police.
