Mayor Justin M. Bibb has appointed Froilan Roy C. Fernando as the city’s new Chief Innovation & Technology Officer (CITO).
In this role, Roy will manage the development, execution and coordination of technology with the goal of transforming the user experience for both municipal functions and in everyday interactions with residents.
He comes to the City with over three decades of enterprise systems and solution services experience, most recently serving in a leadership role with the enterprise architecture team at PNC. His experience also includes revamping/enabling analytics Center of Excellence capabilities at Summa Health, leading mid-to-large scale ERP programs with Fortune 500 companies, as well as providing management consulting services with Deloitte and enterprise networking with Cleveland Clinic. Roy has received recognition from team members and colleagues as a collaborative, creative, insightful technology and analytics leader.
“Roy is a passionate, experienced and results-driven IT professional who is highly skilled in both the technical and the organizational change aspects required for success,” Mayor Bibb said. “We are looking forward to having him on board as our CITO to innovate and expand the role of technology in delivering City services.”
Roy attended Madison High School in Mansfield and graduated from Ohio University with a Bachelor’s degree in Computer Science and Mathematics. He also holds a Master’s degree in Management Information Systems (MIS) from Case Western Reserve University Weatherhead School of Management.
The Bibb administration continues to focus on filling key positions in the mayor’s cabinet to reimagine how city hall operates, break down silos, better connect departments, and reinforce a commitment to hiring emerging and experienced leaders.
