Wednesday, August 3, 2022 – Cleveland – Mayor Justin M. Bibb is pleased to announce that Elizabeth (Liz) Crowe, PhD, has been appointed as the City of Cleveland’s new Director of Quality Control and Performance Management (QCPM). Her first day in the role will be Monday, August 8.
Director Crowe joins the administration following five years at JumpStart, where she was most recently the Principal of Data Governance & Analytics. In her new role with the City, she will be responsible for the office that monitors and assesses program and service delivery to the citizens of Cleveland. Her team tracks and improves the performance of departments citywide through the incorporation of efficient, effective, and economically sound process improvement methods to ensure high levels of accountability, compliance, and quality control.
“Now is a critical time for this role, as cities around the country are increasingly leveraging data and analytics to make better decisions about how to effectively govern,” said Mayor Justin M. Bibb. “We intend to follow examples set in Boston, Baltimore, and D.C. to create a best-in-class office that helps us make informed decisions and identify creative and innovative solutions to Cleveland’s challenges.”
The Office of Quality Control and Performance Management is currently being revamped, under the direction of Chief Strategy Officer Bradford Davy, to champion the use of data and modern data analysis, visualizations, and storytelling to provide a much more engaged approach to performance improvement and change management.
“We are moving from a culture of status quo to one where business as usual means daily innovation to solve challenging problems, build a more effective government, and deliver better outcomes for the people who live and work in Cleveland,” Chief Davy said. “Liz’s incredible analytical abilities and sophisticated data know-how, combined with her natural leadership qualities, make her the ideal person to lead the department into the future.”
As the thought leader and public face for the City’s analytics efforts, Director Crowe will oversee deliberate strategic planning to advance Cleveland’s position as a leader in modern, data-informed governance.
Supporting her in this effort will be a newly created role, Assistant Director and Head of Urban Data. The Assistant Director will be the City’s data champion, working in tandem with Director Crowe on a long-term strategic plan, an interactive City data portal, and metrics around these efforts.
The Bibb administration also intends to seek approval from Cleveland City Council to rename the office to reflect the department’s updated mission and role in the administration.

Liz Crowe is an economist and researcher, who is passionate about civic tech, data and the possibilities they hold for Cleveland. An experienced data manager, she has years of experience in economic development, nonprofit management, venture capital, and the private equity industry. Most recently, Liz served as Principal of Data Governance & Analytics at JumpStart, Inc.
Prior to joining JumpStart, Liz worked as a Research Associate at the Urban Institute in Washington, D.C. where she conducted primary research on the role of government programs and private organizations in supporting low-income families in the U.S. Topics included, cash and in-kind assistance programs, the U.S. social safety net, poverty, inequality and social policy. Liz also worked at the Congressional Research Service at the U.S. Library of Congress, where she provided nonpartisan research assistance to members of Congress and their staff.
Liz has a Ph.D. in Public Administration and Policy from the School of Public Affairs at American University, as well as Master of Arts from the Department of Economics at American University.
